In less than three weeks in January 2026, two Minneapolis residents were fatally shot by federal agents during immigration enforcement operations. Mainstream coverage has consistently portrayed Renee Nicole Good (Jan 7) and Alex Jeffrey Pretti (Jan 24) as bystanders or “legal observers” caught in excessive force. A growing body of evidence, however, shows both were active participants in the same decentralized anti-ICE network known as MN ICE Watch (also called ICE Watch or local “Signal ICE” groups).
Renee Nicole Good DHS sources confirmed Good was a member of the Minneapolis-based ICE Watch group, which trains activists to monitor, track, and interfere with ICE operations. She had received specific training on confronting agents, including vehicle-blocking and “de-arrest” tactics. On the day of the shooting she reportedly followed agents to multiple locations and used her SUV to obstruct a residential street during an active enforcement action.
Alex Jeffrey Pretti Pretti’s next-door neighbor Jeanne Massey publicly stated that the 37-year-old VA ICU nurse was part of their Kingfield neighborhood “Signal ICE” chat—the local rapid-response group used to alert members to ICE sightings and coordinate responses. Independent journalist Cam Higby, who infiltrated several Minneapolis-area Signal groups, identified Pretti as a participant and posted a screenshot in which group members immediately suspected the person shot was one of their “observers” (on-the-ground monitors). Activist Jill Garvey, speaking on a January 25 training call, referred to Pretti as an “ICE responder” in the network.
Shared Network and Tactics Both individuals operated within the same ecosystem: geographically segmented Signal chats that reset daily, emoji-coded roles (observer, patrol, dispatch), and the leaked “MN Best Practices Guide” that instructs members on tailing agents, swarming locations, whistle codes, and physical “de-arrest” methods such as yanking arms and breaking grips. Federal officials, including DHS Secretary Kristi Noem, have described these coordinated actions as potential obstruction and, in some cases, domestic terrorism under 18 U.S.C. § 111.
While the tragedy of both deaths remains undisputed, the evidence reframes the incidents: these were not random bystanders but trained participants in an organized effort to disrupt federal immigration enforcement. Omitting this context produces a one-sided narrative that ignores the risks inherent in the network’s own tactics.
